During the Twenties, the institutions of the Jewish Yishuv resided in rented offices throughout Jerusalem and a decision was made to convene them all in a single, representative building in a developing Jewish environment. The land in the area that would eventually be called Rehavia, was purchased from the Greek Orthodox Church by the "Land Development Company" of the World Zionist Organization. Until then, the area was called "Ginzaria Lands," a mostly flat, rocky and desolate area.
