The Tenth Signatory was Trapped
in Jerusalem
The story of Eliyahu Dobkin
E liyahu Dobkin was a member of the Jewish Agency executive in 1948,
and was the tenth signatory, after Ben-Gurion, on the Declaration of
Independence.
During the second week of May, 1948, Dobkin found out that the composition of the
Provisional State Council had been finalized, and that he was to be one of its 37 members.
Most members were in Tel Aviv, but nine were in the besieged Jerusalem, and one was
overseas. The nine Jerusalemites were promised that light planes would be dispatched; they
