The capital of the new state was established in HaKirya in Tel Aviv. One of the
other locations that had been suggested was Herzliya, which offered its just-
completed elementary school building as premises for the new government
Carmel. Once the search for a site to serve as the capital of the future state was leaked to
the press, Herzliya and Zichron Yaakov immediately offered their candidacy.
Zichron Yaakov regarded itself as well suited to be the "center of the country" by virtue of
its position atop a mountain, as well as its clear air and pleasant view, and its proximity to
both Tel Aviv and Haifa – both port cities. The residents even indicated a specific, extensive
area to serve as the government headquarters: the Ramat haNadiv neighborhood of today,
surrounding the grave of Baron de Rothschild.
H erzliya offered its own advantages: it was named after the visionary of the state; it
lies close to Tel Aviv; it is surrounded by Jewish towns; and it has an area planned and
earmarked especially for the government headquarters – the area that came to be known
as Herzliya Pituach after the founding of the state.
