T he author, Shmuel Har Noy, born in in Haifa 1952, Col. (Res.), has held a series of senior
positions in the public service and in NGOs (deputy civil service commissioner; project
manager of 'Madarom', a joint educational project of the Rashi Foundation and the Ministry of
Education; Managing Director of the Alliance Israelite Universelle (Hebrew: KIAH); a member
and coordinator of the National Task Force for the Advancement of Education in Israel (the
Dovrat Commission); coordinator of the Central Implementation Unit of the Dovrat Committee
at the Ministry of Education; and director general of the National Library. Since the end of 2009
he has served as the CEO of Zefat (Safed) Academic College, and is the driving force in the
development of the Bussel complex, the college's main campus.
Zefat Academic College is a public college funded and supervised by the Israel
Council for Higher Education. The 2016 enrollment is about 2,500 students, who
come mainly from the Galilee. There are eleven study programs. The college
specializes in the health professions, and also has programs in law, humanities and
social sciences. The College is involved in the community in Safed and provides
economic stimulus to the city. The college is located at the entrance to the city center
in a row of historic buildings along Jerusalem Street, the city's main thoroughfare.
These buildings are the Rothschild-Hadassah hospital building; the Alliance school
building, the British Mandate police building, the British Mandate post office building
and the British Mandate nursing home compound, 'Bussel House'.
